Add libyaz.la to yaz-icu's LDADD list

yaz-icu uses libyaz.la symbols - not only libyaz_icu.la. This should
fix Debian bug: http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=556768
A similar problem was present for yaz-ztest, IDs bugzilla #3036.
